RE: The tariff classification of a Bus Bar – Unassembled from Canada.

Dear Ms. Enlow:

In your letter dated November 4, 2011, you requested a tariff classification ruling.

The item concerned is a Bus Bar - Unassembled (part #192D5529). This item consists of an insulated electrical conductor fitted with connectors.

In use, this item carries current from the generator of a wind turbine, down length of the entire tower; to the transformer locate at ground level. The Bus Bars are made of aluminum and have an outer jacketing of insulating shrinkable tubing. This unassembled insulated conductor is imported in two packages which are shipped together. Due to the size/length of this product, the sections of insulated aluminum and the connectors would be assembled and installed at the site of the wind turbine generator. The Bus Bar is rated for up to 1200 volts.

The applicable subheading for the Bus Bar - Unassembled (part #192D5529) will be 8544.60.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Insulated wire, cable…: Other electric conductors, for a voltage exceeding 1,000 V: Fitted with connectors”. The general rate of duty will be 3.7%.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
